Office interior design in Dubai covers everything needed to turn a shell-and-core unit or a tired existing floor into a working office: space planning, joinery, MEP, fire safety and authority approvals. At First Unicorn Interiors we price commercial fit-outs by floor area. Our indicative ranges are AED 40,000-85,000 for small offices up to 500 sq ft, AED 85,000-190,000 for mid-size offices of 500-1,500 sq ft, and AED 190,000-420,000 for large floors of 1,500-5,000 sq ft. Indicative site timelines are 3-4 weeks for small offices, 5-7 weeks for mid-size offices and 8-12 weeks for large floors. These are indicative ranges only. The final cost depends on finish level, materials sourcing, structural complexity and the approval cycle, and we confirm it only after an on-site survey. Our in-house design, MEP and joinery team has delivered 800+ projects across Dubai, and every handover comes with a 3-year warranty. The people who draw your layout stay responsible for it after you move in.
Per-square-foot rates explain most of the gap between quotes. Basic office fit-outs cost AED 80-150 per sq ft. They typically include gypsum partitions, painted finishes, carpet tiles, standard LED panels and simple reception joinery. Mid-range fit-outs cost AED 150-300 per sq ft and add glass partition systems, acoustic ceilings in meeting rooms, LVT or engineered flooring, a fitted pantry and better lighting control. Luxury fit-outs cost AED 300-500 per sq ft and bring bespoke veneered joinery, natural stone at reception, frameless glazing with integrated blinds, feature ceilings and higher-specification AV. Commercial work is priced by area, not by bedrooms, so the residential size multipliers used for villa and apartment renovations do not apply. Finish level and building tier still move the price within each band. A floor in a DIFC or Downtown tower with strict building-management rules, restricted working hours and premium landlord specifications usually sits higher in the band than the same layout in a mixed-use building in Al Barsha or Al Quoz.
Approvals are where most Dubai office projects lose time, so we plan them before the design is frozen. On mainland plots, Dubai Municipality building and fit-out plan approval typically takes 10-15 working days. Dubai Civil Defence reviews fire and life safety, including sprinkler heads, smoke detection, emergency lighting, exit signage and escape routes, in 5-10 working days. If the fit-out needs a new DEWA connection or a change to the existing electrical load, allow 7-14 working days. Several of these approvals run partly in parallel, so they should never be added together into one long programme. Almost every commercial tower also requires its own building-management or landlord approval. That runs alongside the authority approval and does not replace it. Overall approval risk for office fit-outs is medium. Most delays come from incomplete drawing sets, consultant comments on the fire strategy, or landlord specifications nobody checked before the design was presented. Our in-house team prepares the drawing package, submits each permit application and responds to authority comments.
Who approves your fit-out depends on where the office is, and free-zone authorities work differently from Dubai Municipality. Offices in Dubai Internet City, Dubai Media City, Dubai Design District and other TECOM business parks go through the Dubai Development Authority (DDA). Jumeirah Lakes Towers and Uptown Dubai fall under DMCC, which runs its own fit-out approval process. The DIFC Authority handles fit-outs inside the financial centre. Jebel Ali Free Zone and other Trakhees jurisdictions need Trakhees approval, which typically takes 15-25 working days. In master-planned areas the developer's NOC also applies: Emaar in Downtown Dubai and Dubai Hills Business Park, Nakheel on Palm Jumeirah and in its other communities, and DAMAC in DAMAC Hills. A master developer NOC from Emaar, Nakheel or DAMAC typically takes 10-20 working days and varies by community. In jointly owned commercial towers registered with the Dubai Land Department, the owners association's management company, regulated by RERA, usually issues a building-level approval as well.
Some office projects need extra approvals. If the floor includes aesthetic or medical treatment rooms, such as a wellness business that combines consultation offices with treatment suites in Jumeirah or Al Wasl, Dubai Health Authority (DHA) approval applies to those rooms only and typically takes 15-25 working days. Those rooms also need washable wall and floor finishes, clinical handwash basins and suitable ventilation, so we plan them before the rest of the layout. Offices, showrooms and service counters inside malls need mall landlord approval, which typically takes 10-20 working days and adds to the authority approval rather than replacing it. Mall operators usually require their own design review, approved hoarding, after-hours working and contractor induction. Some clients set up a home office as part of a wider villa or townhouse renovation in a DAMAC community such as DAMAC Hills. In that case the DAMAC community management NOC is submitted through the DAMAC Living app and typically takes 5-15 working days. Application routing differs between Damac Hills 1 and Damac Hills 2.
Mechanical, electrical and plumbing work is where Dubai office fit-outs differ most from projects elsewhere. Most commercial towers are cooled with chilled water from district cooling providers such as Empower or Emicool, delivered to fan coil units above the ceiling. Every new partition changes the airflow, so we rebalance supply and return grilles and add units where meeting rooms would otherwise overheat in summer. Fire and life safety layouts must follow the UAE Fire and Life Safety Code, which Civil Defence enforces. Sprinklers, smoke detectors and voice-evacuation speakers have to be moved to suit the new ceiling plan and tested by an approved fire contractor. Electrical design covers small-power layouts, dedicated circuits for server or comms rooms, emergency lighting and any DEWA load change. We also plan containment for structured data cabling and access control early. Retrofitting cable routes after the ceilings close is one of the most common causes of overruns on office projects in Business Bay and JLT.
Good office design starts with how your team actually works, not with finishes. Before drawing anything we map headcount, growth plans, hybrid-working patterns and client-facing needs. Then we decide the balance between open workstations, enclosed offices, meeting rooms, focus booths, collaboration areas and the pantry. Dubai floor plates often have deep cores and full-height glazing on one or more sides. We usually put shared spaces near the core and keep workstations near daylight, using solar film or motorised blinds to control glare and heat from the afternoon sun. Acoustic planning matters as much as layout. Glass partitions look sleek, but without acoustic seals, ceiling absorbers and soft flooring, conversations in a boardroom next to an open studio will be heard outside. Reception is usually where most of the brand budget goes, while back-of-house areas are specified for durability. The finished office should feel consistent from the lift lobby to the pantry and work well both when it is full and on quieter hybrid days.
Materials in Dubai offices have to cope with fine dust, strong sunlight near glazing and constant air-conditioning that dries out natural timber. For flooring we usually recommend modular carpet tiles in work areas, because a damaged tile can be replaced without lifting the whole floor. Pantries and busy corridors get luxury vinyl tile or porcelain. Joinery is made from moisture-resistant MDF with HPL or veneer finishes, with proper edge-banding so it does not delaminate where the cooling is strong. Ceilings combine gypsum bulkheads with mineral fibre or acoustic panels that give access to the fan coil units above. We use low-VOC paints and adhesives, in line with Dubai Municipality's green building regulations, so the space is comfortable to use straight after handover. Natural stone, timber veneer and bespoke metalwork belong in the luxury band and take longer to procure. We confirm availability with suppliers before you approve the design, not after.
Timelines depend on the size band, the building's rules and how early the approvals are filed. Indicatively: 3-4 weeks (small), 5-7 weeks (mid), 8-12 weeks (large). These windows assume the approvals were submitted early. Dubai Municipality, Civil Defence, DEWA, master developer and landlord approvals run partly in parallel, so we file them while detailed drawings and procurement continue instead of waiting for each one in turn. Occupied towers add constraints. Many building managers only allow noisy work such as core drilling and demolition in the evenings or at weekends. They also require service-lift bookings and protection for common corridors. Ramadan working hours and summer heat affect productivity on some trades. If your lease has a fixed start date or a rent-free fit-out period, tell us at the survey. We will plan the programme backwards from that date and tell you early whether the approval route makes it realistic.

Choosing a contractor for an office fit-out in Dubai mostly comes down to accountability. Check that the company holds a valid trade licence from Dubai Economy and Tourism that covers fit-out or contracting. It should also be able to submit drawings to Dubai Municipality or your free-zone authority through a registered consultant. Ask who carries out the fire and life safety works, because Civil Defence only accepts installations and test reports from approved fire contractors. Confirm the contractor has contractor's all-risk and third-party liability insurance, since most building managers will not issue a work permit without it. Compare how much of the work is done in-house and how much is subcontracted. Every handover between companies is another point where the programme and quality can slip. Insist on a payment schedule tied to measurable milestones, a written defects and warranty policy, and full as-built drawings at handover. First Unicorn Interiors keeps design, MEP coordination and joinery in-house, has completed 800+ projects in Dubai, and backs every fit-out with a 3-year warranty.
The fastest way to a reliable number is a site survey. Before we visit, we review your lease, the landlord's fit-out guide and any existing drawings. On site we measure the space and check the condition of the ceilings, flooring, fan coil units and fire services. We also confirm which authority handles approvals: Dubai Municipality, DDA, DMCC, DIFC or Trakhees. We then place your project in the right size band and finish tier and explain what drives the cost: finish level, materials sourcing, structural complexity and the developer approval cycle. All prices on this page are indicative ranges in AED. They are confirmed only after a survey and are never a quoted price. To book a survey or send floor plans for an early view, WhatsApp First Unicorn Interiors on +971 58 565 8002 with the building name, approximate floor area and target move-in date. Our team will tell you which approvals your floor needs.
Definitions
- Shell and core
- A handover condition where the landlord provides the structure, façade, lift lobbies and main building services, leaving partitions, ceilings, flooring and final MEP distribution to the tenant's fit-out.
- Category A fit-out
- The base-level finish many Dubai towers provide: raised floors or screeded slabs, suspended ceilings, basic lighting, and fan coil units with fire services at open-plan spacing.
- Category B fit-out
- The tenant-specific layer built on top of Category A: partitions, meeting rooms, reception, pantry, joinery, branding, and MEP rework to suit the new layout.
- NOC (No Objection Certificate)
- Written consent from a master developer, landlord or community management (for example Emaar, Nakheel or DAMAC) that lets fit-out works go ahead in its building or community.
- Civil Defence completion certificate
- Confirmation from Dubai Civil Defence that the fire and life safety installations in a fit-out have been inspected and tested, usually required before occupation.
- As-built drawings
- Final drawings that record what was actually installed, including services routes. Building management needs them, and they are essential for future alterations and warranty claims.
How we run an office interior design project in Dubai
- Brief and site survey. We review your lease, the landlord's fit-out guide and any existing drawings, then measure the floor on site. We also check the ceilings, fan coil units, fire services and power capacity so the design starts from the real conditions.
- Space plan and concept. We turn headcount, growth plans and working patterns into a zoned layout of workstations, meeting rooms, focus areas and the pantry. A concept board sets the finish tier and brand direction before detailed design begins.
- Detailed design and indicative costing. We produce the full drawing set, including MEP, fire, lighting and joinery details. We then confirm where the project sits within the canonical size band and finish tier, and show you what is driving the cost.
- Approvals filed in parallel. We submit to Dubai Municipality or the relevant free-zone authority, Civil Defence and DEWA where needed. The landlord approval and any Emaar, Nakheel or DAMAC NOC are filed at the same time so the reviews overlap.
- Mobilisation and first-fix MEP. Once the building management issues the work permit, we protect common areas and start demolition and first-fix work on ductwork, sprinklers, electrical containment and data cabling.
- Partitions, ceilings, joinery and finishes. Our in-house team installs partitions, ceilings, flooring and joinery, then the lighting, glazing and decoration. Noisy work is scheduled within the building's permitted hours.
- Testing, inspections and completion. We commission the HVAC and test the fire systems with an approved fire contractor. We also arrange the Civil Defence and building-management inspections needed before you can occupy the office.
- Handover and 3-year warranty. You receive as-built drawings, test certificates and operating manuals. Our 3-year warranty covers the fit-out, and the same in-house team handles any snags.
