Nakheel DCUP Process — Villa Extension & Renovation Guide
The complete guide to Nakheel's Design Change Update Process. How to get approval for extensions, pools, and modifications in Palm Jumeirah, Jumeirah Golf Estates, and all Nakheel communities.
What Is the Nakheel DCUP?
DCUP stands for Design Change Update Process. It is Nakheel's formal framework for reviewing and approving any modification to properties within Nakheel communities. Whether you want to add a room, build a swimming pool, modify a boundary wall, or change the external appearance of your villa, you must go through DCUP before starting work.
Standard Submissions
Interior modifications that do not change the building footprint, external appearance, or BUA. Includes internal wall modifications, bathroom/kitchen relocation, MEP rerouting, and flooring changes. Non-Standard Submissions
Any work that changes the building footprint, increases BUA, modifies external appearance, or adds structures. Includes villa extensions, pool construction, boundary wall changes, and external cladding modifications. Requires Development Review Board approval — 30 working days.
When Is DCUP Required?
Extensions & Additions
Adding rooms, increasing BUA, enclosing balconies or terraces, filling double-height voids, adding mezzanine floors. All require Non-Standard DCUP submission with detailed architectural and structural drawings.
Pool & Landscape
Swimming pool construction, major landscaping with retaining walls, pergola construction over 20sqm, outdoor kitchen structures, and any hardscaping that changes the plot's soft landscape percentage below the 30% minimum.
External Modifications
Boundary wall height changes, gate modifications, facade material or colour changes, window additions or modifications, external staircase additions, roof modifications, and installation of visible equipment like solar panels or satellite dishes.
Nakheel Communities Under DCUP
Palm Jumeirah
Dubai's iconic island community. Highest DCUP fees. Strict architectural controls. Garden Homes, Signature Villas, and Custom-Built Villas each have different guidelines. Extensions require Trakhees permit in addition to Nakheel NOC.
Jumeirah Islands
Cluster-based villa community with lakeside plots. Extensions may be permitted on larger plots. Can purchase additional plot area in some cases. Popular for pool additions and garden room extensions.
Jumeirah Park
Family-friendly community with heritage, legacy, and nova villas. Extensions to the rear are common. Strict setback requirements. District-specific guidelines apply — always confirm with your specific district community management.
Jumeirah Golf Estates
Premium golf community with Earth and Fire course residences. Larger plots with more extension potential. Architectural style must complement the existing community aesthetic. Pool additions are common and generally approved.
Al Furjan & Discovery Gardens
Al Furjan has townhouses and villas with moderate extension allowances. Discovery Gardens is primarily apartments with limited modification scope. BUA fees in these communities are lower than Palm Jumeirah.
JVT & JVC
Jumeirah Village Triangle and Circle. Adding rooms and BUA is allowed but additional plot area purchase is NOT permitted. Balcony enclosures and terrace enclosures are popular. Lower BUA fees (AED 300-500/sqft).
DCUP Application Process
Pre-Application
Book a pre-application meeting with DCUP team. They visit the site to confirm no existing unauthorised works. Discuss your proposed changes and get initial feedback on feasibility. Submit preliminary sketches for informal review.
Demarcation Survey
Commission a demarcation survey from a DLD-approved surveyor. This confirms your exact plot boundaries and is required for all extension applications. The survey cost is AED 2,000-5,000 and takes 5-10 working days.
Full Submission
Submit complete DCUP application with all required documents, drawings, NOCs from DEWA/Lootah/du, and fee payment. Standard submissions are reviewed in 15 days. Non-Standard submissions go to the Development Review Board (30 days).
NOC Issuance
Once approved, Nakheel issues the NOC with conditions. The NOC is valid for 6 months to obtain a Trakhees Building Permit. Pay all applicable BUA fees before collection. Proceed to Trakhees for your building permit.
Build & Certify
Complete construction per approved plans. Request Nakheel Compliance Certificate (NCC) inspection. Then obtain Trakhees Building Completion Certificate (BCC). Extended areas cannot be used until BCC is issued.

Usually Rejected
- Extensions beyond plot boundary
- Second-floor additions that exceed original height
- Pools on townhouse or canal home plots
